DR Congo conflict: M23 rebels will not participate in peace talks in Angola

Diplomatic efforts are underway to end the conflict in eastern DRC. What should have been a major breakthrough, the Congolese government meeting the rebel M23 group during the first direct negotiations, is now pending. At the last minute, the M23 retired. One of the reasons given is the new EU sanctions against several Rwandan officials on the alleged support of Rwanda to the M23 armed group. But Dr. Congo says he will attend the peace talks in Luanda on Tuesday despite the snob.
