After attacking the city of Goma from eastern Dr. Congo last week, the rebel group M23 unilaterally decreed a humanitarian ceasefire which was supposed to be in force since Tuesday. Congolese government spokesman Patrick Muyaya denounced the ceasefire on Wednesday as a “ploy” after the armed group supported by Rwandans began a new offensive at dawn.
