In “Spider-Man: Homecoming”, Gargan is a small criminal (but with a file notably violent) who seeks to buy improved weapons from the crew of Adrian Toomes (Michael Keaton). They meet on a Ferry by Staten Island, starting the move where the boat exploded and Spider-Man must think quickly and the web together. In the post-key scene, Gargan and Tomes meet in prison. Gargan asks if he also wants the return on investment against Spider-Man, but Toomes brush it and denies knowing the true identity of Spider-Man. (Spoiler: he does it.)
It is a bait immediately transparent right there, but “spider-man: far from home” rather chose to use Mysterio (Jake Gyllenhaal) as his big bad.
